The Future Is That Mountain

In season 5, episode 17 “New evidence” of Jack Bauer’s involvement in the killing of President David Palmer arises, out of thin air and CTU is told by Homeland that they are to bring Jack back in for questioning. Upon hearing this news, Chloe, rightfully asserts that she “heard the real murderer confess, check the logs”—what would be the need to re-accuse Jack of this? Infuriating to fastidious viewer (yours truly) is the fact that in episode 1 of the aforementioned season Jack is seen to be at breakfast with two other credible witnesses, and therefor why would ANYONE of right mind, even for a second, think that Jack would *still* be involved in the killing of President Palmer?!, and so, why is this coming up 17 hours into the day? Isn’t this something that CTU, a highly specialized, highly trained group of top 1%ers in their field, should have caught!?
